FSL Officer (Information management)

The purpose of the FSL officer (information management officer) position is day to day management of the food security and livelihoods data in NRC south area.

    Duties and responsibilities

    Generic responsibilities :
    Ensure adherence with NRC policies, tools, handbooks and guidelines.
    Implement delegated FSL project  portfolio according to plan of action.
    Prepare and develop status reports as required by management.
    Ensure proper filing of documents.
    Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
    Promote and share ideas for technical improvement.
    Under the guidance of the FSL manager , the Food Security Project Officer(information management) will contribute to the start-up of the Food Security Program and the achievement of NRC’s objectives in Yemen.
    Be responsible for the supervision and execution of enumerators and casual workers .
    Liaise and collaborate with relevant local authorities and other key stakeholders in the field .

    Specific responsibilities :

    Ensure adherence with NRC policies, tools, handbooks and guidelines.
    Implement delegated CC project portfolio according to plan of action.
    Prepare and develop status reports as required by management.
    Ensure proper filing of documents.
    Promote and share ideas for technical improvement.
    Work closely with Shelter/NFI, Education, LFS, WASH and ICLA teams to support with collecting ,presenting and otherwise managing information for MEAL related reports.
    Responsible for establishment and day to day management of a database and monitoring system.
    Establish good practice of mobile data capture from design and form building.
    Respond to area office requests for support on mobile data capture.
    Maintain and implement the protocols required for remote beneficiary engagement.
    Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flows.
    Support analysis, reporting and visualization of data capture efforts by field teams.
    Capacity building and training implementation of program staff on information management tools and processes. Responsible for productions of maps & other geographic information products in coordination with project officer and coordinators as well as charts and info-graphics materials.
    Update project achievements in NRC Global Output and Outcome Reporting System (GORS) and ensure quality of data entered on monthly bases by cross checking reports generated with projects supporting document and the Monthly Indicator Tracker.
    Ensure country Monthly Indicator Tracker is updated on time, based on the supporting documents and mean of verification provided.
    Produce monthly progress reports of project including accurate comparison of targets versus achievement.
    Maintain proper filling system and storage of project documents on NRC share point and ensuring security of all document whereby only relevant staff have access to needed information.
    Responsible for data analysis and compilation of quarterly, annual and ad hoc program data and reports.
    Maintain and update the country programme MEAL database, ensuring correct and swift data entry and processing.
    Support in the development of MEAL tools as required.
    Research and retrieve data from internal and external sources; prepare the statistical charts, tables and reports as required.Prepare information as requested by MEAL team and program staff and create dashboard or for easy data presentation while ensuring consistency in response.
    Maintain up to date beneficiaries’ database in collaboration with core competency focal points and MEAL team.
    Being the focal person for the piloting and implementation of the electronic voucher (RedRose system) in close coordination with the LFS team and ICT department.

Qualifications & Experience المؤهلات والخبرات

    Qualifications

    Experience from working on FSL project implementation in a humanitarian/recovery context.
    Experience in working on different data management systems .
    Previous experience from working in complex and volatile contexts.
    Documented results related to the position’s responsibilities.
    Knowledge about own leadership skills/profile.
    Fluency in English, both written and verbal. 
    Bachelor degree in information management or computer since or any other related field .
    Good command of GIS software (ArcMap) and other data visualization software.
    Data collection and Analytical Skills. Practical experience in dealing with electronic data collection.
    Very good use of Microsoft applications and specially Excel.
    Minimum 2 years’ experience working in information management .

    knowledge on the context of the targeted governorate .
    English communication skills in writing and speaking .
    Excellent interpersonal, written and verbal communication skills. 
    Strong analysis skills (qualitative and qualitative).
    Strong cultural awareness and sensitivity.
    Good understanding of complex emergencies and crisis contexts.
    Flexible and creative.
    Strong organizational and logistical skills.
    Goal oriented with ability to work under pressure, independently and with limited supervision.
    Ability and willingness to work and live in challenging conditions. Excellent computer skills.
