ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide.

BACKGROUND

WFP Yemen is managing on of the biggest humanitarian operation in the world , and within the current context  an average of 100,000 MT of food aid commodities are being delivered & discharged in Yemen ports every month for WFP humanitarian operations , And around 70% of this cargo is imported via Hodeida & Saleef ports which represent crucial life line for commercial and humanitarian supplies for Yemen.

WFP upstream pipe line deliveries include varied shipping modalities of time chartered vessels & ad-hoc voyage chartered vessel carrying bulk and break cargo, and liner container vessel service, integrated with multiple logistics services of port operation including but not limited to stevedoring , custom clearance , silo storage / milling ops , primary transportation & warehousing .

Accordingly, WFP Yemen is looking for a Logistics Officer with a strong technical background in port operations to be responsible for the management and oversight of WFP port operations in Hodidah & Saleef ports – Yemen

Responsibilities المهام الوظيفية

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Under the overall supervision of the Head of supply chain, to perform the overall management of WFP port operations in Hodidah & Saleef ports in coordination with all internal and external stakeholders, to ensure the timely and cost-effective movement of commodities through the port, streamlined with downstream pipeline plans, to ensure the smooth and timely provision of food assistance to beneficiaries as well any bilaterals services to partners.
    • Effective coordination with WFP’s vessel agents, vessel port representatives, local authorities, WFP's cargo superintendent company and WFP’s logistics service providers, to ensure no delays in cargo clearance and vessel loading and discharging arrangements and operations
    • The supervision and monitoring of vessel loading and discharge operations and assurance that all necessary corrective actions are taken to achieve the most cost-efficient and timely operations, as well as the avoidance or minimization of demurrage charges, detention fees and any other additional costs that WFP may incur;
    • Ensuring that all required documentation, such as Statement of Facts, Notice of Readiness, and Letter of Protest etc. are submitted/accepted correctly as per the Charter Party Staying abreast of any potential transport delays/port congestion, taking necessary mitigation measure to protect WFP’s interests and the sharing of this information with the necessary/concerned offices.
    • Close coordination with WFP's cargo superintendent company and/or Vessel's port

    representatives prior to vessel arrivals to protect WFP interests during vessel operations and to ensure full cargo quantity in good condition is always loaded/discharged; and for ensuring that adequate measures are in place for commodity handling, quality and quantity control and any immediate actions are being taken to safeguard the commodities and WFP’s interest at all times.

    • The pro-active prevention of commodity losses during loading/discharges operations including the implementation of mitigation measures, necessary interventions during cases of cargo damage, the timely reporting of any incidents, commodity losses/ damages to all relevant parties and the arrangements for adequate inspections, sampling, testing to support the final settlement of disputed cargoes
    • Ensure good communications and effective negotiations with external parties in order to facilitate smooth shipping and port operations.
    • In coordination with the WFP Yemen supply chain team, ensure that all necessary contracts are in place for handling of charter and liner vessels and for any other logistics services required, including stevedoring, customs clearance, primary transportation, port warehousing, silo and milling operations, etc. Provide necessary inputs for the contracting process such as market surveys and regular contractor performance monitoring and reporting.
    • Ensuring that relevant staff is properly briefed on the Standard Port Operation procedures and responsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with a clear understanding on the points where risk is transferred; and ensuring the capacity building and on-the-job training of your team staff in the technical areas of port operations and shipping.
    • Participation in the development of further improvements in procedures, documentation and reporting of the WFP Djibouti Operation.
    • Maintain regular reports and updates on WFP operations for supply chain management review, and advise on potential support for port capacity augmentation .
Qualifications & Experience المؤهلات والخبرات

    STANDARD MINIMUM QUALIFICATIONS

    Experience: A minimum of five years of post-degree professional experience in international Logistics operations, with at least two years of experience as a manager Extensive experience in port and shipping operations, including comprehensive knowledge of the practical workings of ports. 

    Education: Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant area, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations.

    Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    Due to Yemen operation context, knowledge of Arabic language is preferred.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • In-depth understanding of cargo and shipping documentation and charter party interpretation.
    • Good knowledge and background in overall logistics activities, especially in related to customs clearance procedures, transportation, cargo inspection / sampling & warehousing
    • Familiarity with international commodity trade practices.
    • Excellent negotiation and organization skills
    • Previous experience with the UN or knowledge of WFP operations is an asset

    TERMS AND CONDITIONS

    Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
