SCOPE OF WORK: Under the Supervision of the SR. HR. Coordinator, the Roving HR & Administration Manager is responsible for supporting is responsible in ensuring the efficient and effective management and planning of a compliant HR services and support functions at the Aden and all IRC field and sub-field offices. The position is responsible for all human resources compliance and strengthening, talent acquisition and management, contract management, performance management, compensation and benefits administration, time and leave management, exit management and supporting field offices.

WORKING RELATIONS: Reporting to the SR. HR. Coordinator, the Roving HR & Administration Manager will work closely with the HR & Admin team to ensure HR and Administration processes are seamlessly implemented and in line with the IRC Yemen policies and guidelines.

ROLE

  • To serve as the HR Compliance and monitoring and evaluation person in respect of Human Resources and Administration Services within the field offices
  • To serve as the primary support provider to all field offices in terms of HR and Administration services.
  • Serving as HR Compliance Specialist for human resources services within the field offices
  • Offering overall HR support to field locations whenever there is a gap
Responsibilities المهام الوظيفية

    In accordance with the Global Human Resources Operating Policies and Procedures standards

    • Ensure the appropriate on-boarding and transition processes and standards for all staff based at the field office are maintained
    • By supervision of the Field HR & Administration Officers Track and monitor all performance management processes for all field based staff.
    • Provide a supportive and advisory role to all line managers for any corrective/ disciplinary action
    • By supervision of the Field HR & Administration Officer, track and monitor the exit process for all field based staff
    • Track and monitor participation in the approved professional development and career pathing objectives for field staff

    Talent Acquisition

    • In liaison with the recruitment team and the HR & Administration Coordinate recruitment of functional, administrative and support level for standard and Just in time recruitments
    • Serve as the HR panelist for recruitments
    • Support all localized recruitments

    Employee Relations

    • Support field staff and supervisors through the management of any grievances and disputes and
    • Escalate issues to the Country Office.

    HR information Management System

    • Maintain all talent acquisition and management processes on information management system as required.

    Reporting

    • Provide consolidated weekly/monthly reports as required to the Senior HR Coordinator on the status of Personnel files, Leave, Training, Performance Management, Benefits, Payroll, Employee relations issues, Monthly HR Metrics Reports

    Services and Administration

    • Directly supervise the field-based HR & Administration Officers to: o Monitor and maintain up-to-date records for Personnel files, Recruitment, Leave- management, training, Performance Management, Benefits, Payroll, Timesheets

    Professional Development/Training

    • Track and monitor participation in the approved professional development and career pathing objectives for field staff
    • Provide mentorship to HR teams in all field offices
    • Serving as a mentor and capacity building advisor for HR field staff to ensure sustainability and career growth.

    Code of Conduct

    • Ensure that Field HR & Administration Officers ensure compliance to the Code of Conduct.
    • Provide training and awareness on the Code of Conduct in the field offices.
    • Share with management areas that need focus in the rolling out the Code of Conduct.
    • Acting as HR advisor to Field Coordinators in the field locations in cases of policy violations leading to investigations of such violations.

    Compliance and Audit

    • In collaboration with Field HR & Administrations Officers, ensure compliance with the IRC's policies and procedures.
    • Provide advice and support to Field HR teams, Field Managers/Coordinators and program managers on HR related matters, including but not limited to: recruitment (hiring), orientation (onboarding), career development, and performance management, exit management and employee relations, amongst others.
    • Facilitation of audit processes by both internal and external auditors
    • Implementation of the HR policies according to the local labor laws and as approved by the Ministry of Labor.
    • Acting as HR advisor to Field Coordinators in the field locations in cases of indiscipline.
    • Compensation and Benefits

    • Ensure that all field-based staff are duly registered on the payroll, with service providers for benefits; are registered with the statutory bodies
    • Timely payroll preparation, submission for reviews and staff paid on the required date
    • Provide the payroll officers with regular updates on relevant status changes for staff in the assigned field location
    • Exit Management

    • Facilitate exit communication for all exiting staff.
    • Facilitate all the exit processes for all exiting staff.

    • Ensure that as they exit, all field staff are appropriately managed in the exit
Qualifications & Experience المؤهلات والخبرات
    • BA degree in public administration, humanities, social sciences or social works
    • At least 5 years of experience in relevant area. Experience of working with the government at a senior level will be considered as an advantage.
    • Extensive knowledge of the Yemen system of government and administration
    • Self-driven, independent and motivated.
    • Diplomatic nature, excellent negotiation skills plus negotiation experience
    • Strong communication, organization and interpersonal skills.
    • Willingness to travel at least 60% of the time to different governorates as required.
    • Excellent written and spoken English and Arabic.
    • Good computer skills, including confident use of Microsoft Office applications.
