Job Description

ROLE PURPOSE: 
The Restoring Education and Learning (REAL) project is funded by World Bank and run in partnership with WFP and UNICEF. The project objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts in several governorates in Yemen. The project involves a dedicated “Environment & Social Commitment Plan” (ESCP) - based on the World Bank’s Environmental and Social Standards (ESS) - that all partners agreed to jointly implement and monitor throughout the project lifetime. The aim of the plan is to better manage environmental and social risks of the REACH project and to improve development outcomes.

The Environment and Social Safeguard Manager (ESSM) is responsible for supporting teams determine the potential environment and social impacts that can be generated by SCI projects activities, as well as identify the required mitigation actions to be taken. The ESSM will coordinate with other project’s partners ensuring the implementation and monitoring of a joint Environmental and Social Management Framework (ESMF) and subsequent site-specific Environmental and Social Management Plans (ESMP). Similarly, the ESSM will collaborate with partners and other SCI technical teams in the implementation and revisions of a joint Stakeholders Engagement Plan (SEP) and a Gender Based Violence (GBV) Action Plan. The ESSM is also responsible to ensure that SCI labour management procedures and grievances mechanisms are aligned with the World Bank Environmental and Social Standards.

KEY AREAS OF ACCOUNTABILITY:


Technical Expertise in the Assessment and Management of Environmental and Social Risks and Impacts:
•    Lead SCI environmental & social self-screening process as per the Environmental and Social Commitment Plan (ESCP) jointly agreed between SCI, WFP and UNICEF
•    Determine/review environmental & social impacts and vulnerabilities undertaking relevant risks categorisation
•    Propose appropriate environmental & social mitigation measures pertinent to SCI activities to the WB REAL Project Director and SCI Yemen Risk & Compliance Director
•    Lead SCI, if necessary, in the revision of the different frameworks and plans agreed upon in the Environmental and Social Management Framework (ESMF) And Plan (ESMPs)
•    Ensure that relevant national regulations and ESS are taken into consideration during the development of the site specific ESMPs
•    Identify priorities and needs for the implementation of the ESMF & ESMPs at all levels
•    In collaboration with SCI Yemen Risk & Compliance Director, review SCI policies and procedures applicable to the ESMF, assess their adequacy to the ESS, and propose corrective measures whenever necessary
•    Provide technical support to project’s team during the design, implementation and follow up of ESMPs related activities at local level. 
•    Advise on administrative measures to be taken to ensure compliance with ESMF requirements prior to the validation and implementation of the project activities
•    Collaborate with operations and procurement teams via periodic review with feedback and recommendations ensuring end to end safeguarding principles are applied and monitored. 
•    Participant in beneficiary mapping or selection exercises to ensure that the most vulnerable are adequately integrated into project management cycle as per ESMF and ESMPs’ set measures
•    Provide technical support in the implementation and review of the joint Stakeholder Engagement Plan (SEP)  
•    In collaboration with the relevant SCI Yemen staff, participate in the review of SCI grievance mechanisms ensuring they are in line with the ESS10
•    If necessary, support consultancy works related to Environmental and Social Framework, assess deliverables and advise project management teams accordingly
•    Analyse environmental and social developments and provide technical support in adapting ESS related plans and activities
•    Prepare regular internal and external technical reports highlighting lessons learned and best practices in the implementation of environmental and social safeguarding measures.

Monitoring of the Environmental and Social Management Framework of the Project: 
•    Closely follow up the implementation of the ESMF related activities ensuring self-screening processes are in place throughout the project implementation
•    Propose and develop appropriate systems and tools to ensure adequate follow up of ESMF related activities
•    Undertake monitoring activities, including spot checks at grass-root level, and proposed mitigation measures to ensure that plans are implemented according to framework and plans agreed upon
•    Propose regular updates to ESMF and ESMP based on M&E findings and contexts evolution
•    Lead SCI technical monitoring reports on Environmental and Social, Health & Safety (ESHS) performances based on agreed ESS and in close collaboration with MEAL teams.
•    Ensure relevant monitoring information are shared with partners for regular project reviews and reporting purposes to the World Bank
•    Work in collaboration with the Compliance and Risk Team in Yemen and in SCUK to ensure audit trail of all risk assessments and effectiveness of measures is adequately recorded.

Capacity Building on Environmental and Social Safeguarding 
•    Provide orientation and training to project’s teams on ESS and other applicable topics in the roll out of the ESMF and ESMP
•    Assist and deliver capacity building training to project’s teams and relevant stakeholders to ensure adequate implementation of environmental and social risks mitigation measures
•    Ensure that M&E activities take into consideration capacity building needs of projects’ teams and stakeholders.
    
Coordination With Project’s Teams and Partners:
•    Work closely with relevant SCI teams at local/country/regional levels in the development, implementation and follow up of ESMF measures related to Labour & Working conditions (ESS2), Community Health & Safety including joint GBV Plan (ESS4) and Stakeholder Engagement and Information Disclosure (ESS10)
•    Represent SCI in relevant external technical groups with implementing partners and other stakeholders (i.e. Government line agencies, donors, coordination platforms.)
•    Ensure appropriate participation of project stakeholders in the implementation and review ESMF related activities.

QUALIFICATIONS AND EXPERIENCE:


Essential 
•    Advanced university degree in the field related to international development, with specific academic background required in environmental and social sustainability.
•    Minimum of 5 years of relevant professional experience, including applied experience in Environmental & Social risk management
•    Experience in programme related assessments and internal audits will be preferred.
•    Working experience with international organisations and/or similar projects for at least 2 years
•    Experience of implementing similar assignment at the local, regional and national levels
•    Ability to work well with a range of stakeholders, including project-affected peoples, government officials, international organisations, development agencies, technical bodies, NGO’s and civil society
•    Computer literate (including working knowledge of MS Word, Excel) 
•    Ability to synthesise and analyse information, and make clear, informed decisions
•    Ability to build relationships quickly with a wide range of people, both internally and externally
•    Excellent written and spoken communication and interpersonal skills 
•    Cross-cultural experience, understanding and sensitivity
•    Fluency in written and spoken English and Arab is required.
